ตั้งอยู่ถนนสละชีพ ตรงข้ามศาลากลางจังหวัด เป็นหลักชัยคู่บ้านคู่เมืองประจวบคีรีขันธ์ และยังเป็นศาลหลักเมืองที่มีขนาดใหญ่และสวยงาม ที่สุดแห่งหนึ่งในประเทศไทย โดยตัวศาลเป็นศิลปะแบบลพบุรี มีจตุรมุขยอดปรางค์ 9 ชั้นตามแบบสยามลพบุรี ชั้นสูงสุดเป็นที่ประดิษฐานพระพุทธรูปและชั้นที่เหลือประดิษฐานองค์เทพต่าง ๆ ส่วนหน้าบันแรกนั้น เป็นรูปรอยตราพญาราหูอมจันทร์ และหน้าบันที่เหลือประดิษฐานองค์เทพล้อมรอบด้วยกำแพงแก้วสองชั้น สำหรับองค์หลักเมืองที่มีนามว่า "จตุโชค" นั้น ทำจากไม้ตะเคียน ส่วนยอดแกะเป็นรูป 4 เศียร 4 พักตร์ ศิลปะศรีวิชัย และลงรักปิดทองด้วยอัญมณีทั้งองค์ ศาลหลักเมืองแห่งนี้ก่อสร้างขึ้นในสมัย ร.ต.อำนวย ไทยานนท์ ดำรงตำแหน่งผู้ว่าราชการจังหวัดฯ ในขณะนั้น และวางศิลาฤกษ์ก่อสร้างเมื่อวันพฤหัสบดีที่ 4 มีนาคม พ.ศ. 2536 ตรงกับวันขึ้น 12 ค่ำ เดือน 4 ปีระกา เวลา 09.59 น. ต่อมาในวันที่ 20 สิงหาคม พ.ศ. 2537 พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าฯ ให้พระบาทสมเด็จพระบรมโอรสาธิราชฯ สยามมกุฎราชกุมาร เสด็จฯ แทนพระองค์เป็นประธานศาลหลักเมืองแห่งนี้

จากแยกเข้าเมืองประจวบคีรีขันธ์ ระยะทางประมาณ 2 กิโลเมตร หลังจากถึงสี่แยกศาลากลาง แล้วเลี่ยวขวาเข้าถนนสละชีพอีกประมาณ 100 เมตร ตั้งอยู่ตรงข้ามศาลจังหวัดประจวบคีรีขันธ์
